Et cela chaque ann\u00e9e d&rsquo;ici 2030<sup class=\"modern-footnotes-footnote modern-footnotes-footnote--hover-on-desktop \" data-mfn=\"2\" data-mfn-post-scope=\"00000000000008660000000000000000_7079\"><a href=\"javascript:void(0)\"  role=\"button\" aria-pressed=\"false\" aria-describedby=\"mfn-content-00000000000008660000000000000000_7079-2\">2<\/a><\/sup><span id=\"mfn-content-00000000000008660000000000000000_7079-2\" role=\"tooltip\" class=\"modern-footnotes-footnote__note\" tabindex=\"0\" data-mfn=\"2\">Et \u00e7a ne compte pas les logements qu&rsquo;il faudrait r\u00e9nover pour les mettre \u00e0 niveau (chauffage, isolation) devant le d\u00e9fi climatique<\/span>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">L&rsquo;\u00e9ditorial souligne que c&rsquo;est une des rares questions sur laquelle les partis f\u00e9d\u00e9raux pourraient s&rsquo;entendre. <\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"has-normal-font-size wp-block-paragraph\" style=\"font-style:italic;font-weight:400\">There also must be new rules to quell speculation. Mr. Eby\u2019s [du NPD de Colombie-Britannique] plan includes a \u201cflipping tax.\u201d More moves on those lines will help. <strong>Housing should not be a financial asset.<\/strong> It should not be the pillar of people\u2019s retirement plans. D\u00e9j\u00e0, juste pour le logement, je me demande ce que \u00e7a repr\u00e9sente en regard des besoins. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Quel est le poids de 5 G$ devant les besoins identifi\u00e9s par la SCHL : 5 millions de logements. \u00c0 500K$ par logement, c\u2019est 2,5 B$ soit presqu\u2019autant que la bulle de l\u2019abri fiscal immobilier (3,5 B$) accumul\u00e9 depuis 1977 : sur sept ans, d\u2019ici 2030, c\u2019est 300-500G$ par ann\u00e9e. Donc le 5 G$ d\u2019une taxe sp\u00e9ciale repr\u00e9sente un levier de l\u2019ordre de 1-2% de l\u2019effort n\u00e9cessaire. &nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mais ce ne sont pas les m\u00eames maisons qui seraient construites, suivant la courbe \u00ab&nbsp;normale&nbsp;\u00bb ou celle \u00ab&nbsp;suraliment\u00e9e&nbsp;\u00bb par une intervention publique et collective concert\u00e9e pour du logement abordable p\u00e9renne. Du logement entre les mains des collectivit\u00e9s, au service des m\u00e9nages plut\u00f4t que de la finance.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On ne construit pas les m\u00eames logements, condos, ensembles de r\u00e9sidences et services de proximit\u00e9\u2026 si on vise d\u2019abord la formule de placement, facile \u00e0 revendre; qui prend rapidement de la valeur; plut\u00f4t que la r\u00e9ponse aux besoins des familles, des jeunes, des retrait\u00e9s, des immigrants de diverses origines.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Et puis, cet effet de levier ne se ferait pas n\u00e9cessairement contre les \u00ab\u00a0forces du march\u00e9\u00a0\u00bb mais en alliance avec une partie de celui-ci : c&rsquo;est \u00e7a le \u00ab\u00a0levier\u00a0\u00bb. Lorsque Pomeroy <sub>( cit\u00e9 \u00e0 la fin de mon <a href=\"https:\/\/www.gillesenvrac.ca\/carnet\/2023\/04\/offre-de-logement\/\">billet pr\u00e9c\u00e9dent<\/a>)<\/sub> en appelait des parents et grands-parents <em>\u00ab\u00a0qui se plaignent que leurs enfants seront incapables de devenir propri\u00e9taires\u00a0\u00bb<\/em>, pourquoi ne pas imaginer qu&rsquo;ils participent \u00e0 d\u00e9velopper une solution qui nous sorte de l&rsquo;actuelle crise ?
